How to Write a Surface-Prep RFP That Specifies Laser Cleaning

A method-neutral surface-preparation RFP template: define substrate, contaminant, cleanliness, profile, safety, waste, test-area, and documentation requirements so laser cleaning and conventional methods can be compared fairly.

A strong surface-preparation RFP specifies the condition the owner needs and the evidence required to accept the work. It should not accidentally lock the project into one method unless the method itself is a technical requirement.

For laser cleaning, abrasive blasting, power-tool cleaning, chemical stripping, or another process to compete fairly, bidders need the same substrate information, contaminant description, target surface condition, profile requirement, site constraints, safety responsibilities, waste responsibilities, and documentation requirements.

1. Define the Existing Condition

  • Substrate: steel, aluminum, cast iron, brick, stone, concrete, wood, or another material.
  • Current condition: rust, mill scale, coating, soot, grease, process residue, or unknown contamination.
  • Known or suspected hazardous constituents, including lead-bearing coatings where applicable.
  • Approximate area, geometry, access, orientation, and whether the work is indoors, occupied, operating, elevated, or confined.

2. Specify the Required Surface Outcome

State what the accepted surface must look like or measure like after preparation. For steel surfaces prepared for painting, ISO 8501-1 is one recognized framework for visual rust and preparation grades. If a coating system requires a surface profile, specify the required range and the measurement method. ASTM D4417 is one standard used for field measurement of surface profile on blast-cleaned steel.

Do not assume that two methods produce equivalent surfaces. ISO 8501-1 expressly addresses multiple preparation methods and notes that they do not necessarily lead to comparable results. If a laser process is proposed, the bidder should demonstrate that the resulting surface meets the actual downstream requirement.

3. Separate Cleanliness From Profile

Removing rust, coating, or contamination is not the same as creating an anchor profile. Abrasive blasting may be selected specifically to create profile. Laser cleaning may be selected for targeted removal, low added media, preservation of geometry, or access. An RFP should state both requirements independently so bidders cannot satisfy one while missing the other.

4. Define Regulatory and Safety Responsibilities

For qualifying paid renovation work in applicable pre-1978 housing and child-occupied facilities, require the certifications and lead-safe work practices applicable under the EPA RRP program. For construction work where employees may be exposed to lead, the contractor must address OSHA’s construction lead standard as applicable to the work.

If a Class 4 laser is proposed, require a written laser-safety plan appropriate to the site, controlled-area procedures, trained personnel, protective measures, and controls for beam and non-beam hazards. Do not substitute a generic “OSHA certified” statement for the actual safety program.

5. Assign Waste and Documentation Responsibilities

  • Who characterizes the removed material and process waste.
  • Who selects containers, labels waste, arranges transport, and retains disposal documentation where required.
  • Who provides before-and-after photographs and condition records.
  • What inspection, testing, or acceptance records are required before the next trade begins.
  • Who has authority to accept a test patch or reject the proposed process.

Method-Neutral Bid Clause

“Alternative surface-preparation methods may be proposed if the contractor demonstrates, by test area and documented verification, that the method can achieve the specified cleanliness, surface condition, and profile requirements while meeting project safety, environmental, access, and schedule constraints.”

6. Require a Test Area for Non-Equivalent Methods

When bidders propose different technologies, a controlled test area is often more useful than a brochure comparison. Define the test size, location, acceptance criteria, inspection method, and who approves the result. For sensitive substrates or selective removal, the test area can also establish the process window before full production begins.

7. Compare Total Scope, Not Hourly Rates

Require each bidder to identify mobilization, containment or controlled-area setup, consumables, extraction, cleanup, waste handling, inspection, documentation, and demobilization. That makes a laser bid, blasting bid, or chemical-removal bid comparable on the same project outcome.

A Laser-Specific Addendum

If the owner has already determined that laser cleaning is the required process, specify the contaminant, substrate, accessible work area, required outcome, test-patch procedure, extraction requirements, site controls, documentation, and downstream acceptance criteria. Avoid specifying a single machine setting in the RFP unless it has been validated for the exact substrate and coating system.
